Reliable scoped discovery

When a scoped code-graph refresh is scheduled or already running, compatible ready snapshots remain available for discovery reads. Agents can continue to inspect known graph evidence without waiting for background maintenance.

Large multi-repository Workset searches also preserve a full evidence-read window after routing, reducing false no-answer responses on slower hosts.

Safer refresh recovery

Repeated refresh requests now converge on the newest scoped target, while interrupted or non-retryable maintenance is retained as clear recovery state. Strict current reads, path queries, and impact analysis still require exact scope evidence.

Clearer scope boundaries

Persisted scope membership is normalized and validated before activation, helping distinguish compatible discovery evidence from operations that need an exact current graph.
